Guajira is also divided by three branches which are executive branch, legislative branch, and judicial branch. An executive branch is where the governor of the department and the president of the country are located. The governor is the person how represents the people of its department to the president, how is the person that represents and takes mayor decisions for the country; they are both elected by popular vote. In legislative branch you will find senators and a representative of the ‘camara’; Guajira has 102 representatives in the senate and 2 in the ‘camara’, both chosen every four years. Finally the judicial branch, which consists of the superior tribunal of the city of Riohacha, which is under the supreme court of Colombia. The department of la Guajira has also municipalities, were each one of them has a mayor. There about fifteen municipalities were the mayors are chosen by popular voting. Within the municipalities there are about one hounded twenty six towns.
Guajiran population is divided into two main groups, the Wayúu and the Arijunas. Arijunas are all that are not Wayúu, mean while Wayúu is a group of Native Americans with a really marked culture, which with time has diffused do to the influences we Arijunas have taken. The government of Guajira in theory takes action to minimize that diffusion and conserve that part of Colombian Culture; some of the help they give is with the natural resources, were they do not charge the use of this for several communities that are part of the resguardos program. As well they get some money monthly for any necessary investments or costs to pay. This program was created do to the diffusion and extinction of the firsts cultures present in the country; do that at first being an indigenous was a very difficult social status, as an effect of the economic support and status of the time were it was hard to get money and survive conserving the culture and its traditions. After that the government acted and in theory they encouraged the Native Americans to conserve their cultures, giving them some benefits. After a while you it was hard to identify thoughts benefit and actions because you couldn’t see the effects and the progress, if it can be considered it progress; this was mostly reflected when most indigenous were matting with ‘mestizos’ to become whiter. Now days the government is pushed to give the benefits they are encouraging and saying they are giving, but at the same time they are not much but at least contributes to the conservation of several cultures.
As supposedly Guajira should have as the country a very similar government, but what people say about it, is that there is no knowledge in other words about what is happening with Guajira’s government, they do not know well what happens with the money or results of the products of exportation. Guajira is the department that has the most valuables resources, which are salt, oil, and coal, at the cause of these resources, it’s supposes that it should be a very advanced place, but no, there is no see of anything of advancing place as it should be. With this it can be seen that Guajira has no much of government organization. As this the majority of the population is wayúu, a very nice culture, all Guajira can be considerate part of the wayúu. In the past about the time of the discovery of America the people in Guajira didn’t knew how much value there things were, such as the pearls, imagen the kids were found by the Europeans playing with pearls, for the Europeans the pearls were very valuable so they exchange with the indigenous people what they had, they exchange pearls for the knifes, or any armament they had. As wayúu people are the ones who “conquer” Guajira, the majority of the population there way of making justice is very interesting and different to others. People have a palabrero which acts as the judge, imagen a man kills a family member of a woman family, they would react and kill but they have a way to pay, they pay with goats, each goats cost 50 dollars each. For wayúu people the goats are like cows, for them they are very especial. If they pay slowly and that person who needs to pay dies the next member in his family (children) should continue paying, otherwise it may end different, not in a very nice way. Inside the group of government the wayúu have a representative that is chosen every 4 years, but he has to do very well his job as the communicating complains, giving suggestions and having ideas from wayúu people being expressed. Like each city in Colombia has an airport inside or very near, Guajira’s airport is the airport of Barranquilla called Almirante Padilla, because Guajira has no air force.
